No person shall engange in drilling without a valid permit or licence (sect. 5). The Water Resources Commission may take such measures as deemed necessary to control the flow of water from wells (sect. 9). Powers to make regulations relating to matters as specified in section 10 are vested in the Lieutenant Governor in Council. As of 1 December 1964 the powers of implementation of the groundwater Conservation Act, 1959 are transferred from the Minister of Agriculture to the member of the Executive Council to whom the administration of the Water Resources Commission Act, 1964 (Chapter 35, sect. 3) has been assigned (sect. 14).
