Governor’s Decree No. 169 validating the Regulation on artisanal and sport fishing, protection of aquatic biological resources and natural habitats thereof.

This Governor’s Decree regulates artisanal and sport fishing by the Russian nationals and foreign citizens for individual personal consumption, and protection of aquatic biological resources. Fishery waterbodies shall be classified as common use waterbodies where artisanal fishing shall be free of charge, licensed fishing areas allocated for the organization of licensed fishing in accordance with nominal fishing licence (requiring payment of fishing licence fee or free of charge) and waterbodies allocated for fishfarming where artisanal fishing shall be authorized in accordance with special fishing permits issued by fishfarming enterprises. Artisanal and sport fishing shall be authorized with the use of fishing gear with fishhooks and crayfish traps. Total allowable daily catch shall be 20 kilograms of fish and 30 species of crayfish per fisherman. Underwater fishing shall be authorized without aqualung and other self-contained underwater breathing apparatus outside public water recreational areas. Use of explosives, electric devices, firearms, air guns, harpooning devices and poisonous substances shall be prohibited.
