The issuance of licences shall be subject to prior Environmental Impact Assessment (EIA) procedures and public hearing. The following documents shall be necessary to obtain these licences: (a) application; (b) EIA report; (c) site plan; (d) projected amount of emissions; (e) description of activity; and (f) confidential statement.
