Anti-corruption expertise of draft legislative and regulatory acts is the process of assessing the conformity of the scope of the draft legislative and regulatory acts with national and foreign corruption standards with a view of identifying norms, which favor or can favor corruption, and the development of recommendations for exclusion or reducing their consequences. The main principles of examination are: (a) legality - compliance of the content of the provisions with the goals of the law, higher standards; (b) transparency and sustainability of norms; (c) participation of civil society in the development and examination of draft legislative and regulatory acts; (c) exclusion of influence on the authors of draft legislative and regulatory acts in order to promote quality of legal norms and avoiding favoring the authors of the draft or other interested parties; and (d) exclusion of norms that may cause conflicting interpretation and application of legal provisions.
