Résumé This Governmental Decree establishes that on State Agency on Fuel and Energy Complex shall be authorized state institution performing state regulation of the operators of fuel and energy sector through licensing and setting tariffs for electric energy, thermal energy and natural gas. The Agency shall perform the folowing functions: (a) issuance of licenses for generation, transportation, distribution, trade, import and export of electirc energy (electric capacity up to 1000 kW); (b) generation, transportation, distribution and trade of thermal energy except for thermal energy obtained from renewable sources; (c) processing of oil and natural gas; and (d) eleborates formulae for calculation of tariffs for electric energy, thermal energy and natural gas.
