Résumé

The Government, in order to improve the work on organization of healthy nutrition of pupils in state preschool institutions, to ensure healthy and harmonious growth of children through the organization of nutrition in accordance with established sanitary rules, regulations and hygienic norms, to improve the quality and effectiveness of education, decrees to approve Regulation on the organization of healthy nutrition in the state preschool educational institutions according to appendix 1; Regulation on the organization of healthy nutrition through outsourcing in state preschool educational institutions according to the appendix N 2; and the Plan of measures on improvement of healthy nutrition in the state preschool educational institutions for 2019 - 2021 according to appendix 3. Regulation on the organization of healthy nutrition in the state preschool educational institutions determines the procedure for organization of healthy nutrition in state preschool educational institutions. The requirements of this Regulation apply to public pre-school institutions. The organization of healthy nutrition of pupils shall be carried out in the dining rooms of the preschool educational institutions with the creation of appropriate facilities in accordance with sanitary rules, norms and hygiene regulations. The purpose of healthy nutrition in preschools is to ensure healthy and harmonious growth of pupils, the preparation of quality meals in kitchens, and hygienic conditions for food consumption. The main objectives of the organization of healthy nutrition in preschools shall be as follows: (a) organization of nutrition in accordance with established sanitary rules, norms and hygiene standards; (b) provision of children with good quality food products; (c) safety and quality assurance of foodstuffs; (d) preventing the spread of infectious diseases related to nutrition among children; (e) formation of healthy eating skills among students; and (f) strict adherence to sanitary rules, norms and hygienic standards in cooking, acceptance and storage of food. Regulation on the organization of healthy nutrition through outsourcing in state preschool educational institutions establishes that it shall be carried out with the creation of conditions in accordance with sanitary rules, norms and hygienic regulations. Requirements of the present Provision shall be applicable to domestic and foreign business entities providing services on organization of healthy nutrition by outsourcing in all types of state preschool educational institutions regardless of their legal form. Introduction of outsourcing of healthy nutrition of children in preschools is a priority. The objectives of healthy nutrition in the facility by outsourcing shall be as follows: (a) to provide healthy, well-being and effective organization of the educational process; (b) to ensure healthy and harmonious growth of children through the preparation of quality meals; (c) to create hygienic conditions for food consumption; (d) to organize healthy nutrition of children in accordance with sanitary regulations, norms and hygiene standards; and (e) to free heads of educational institutions from non-educational tasks and increase the effectiveness of education. The objectives of the organization of healthy nutrition by outsourcing shall be as follows: (a) to ensure the nutrition of the pupils in accordance with their physiological age, taking into account their nutritional needs; (b) to provide foodstuffs essential for the healthy growth of foster children; (c) to ensure safety and quality of food; (d) to prevent the spread of infectious diseases related to nutrition among children; (e) to form proper nutrition skills among students; and (f) to ensure strict adherence to sanitary norms and rules in the preparation of foodstuffs and dishes, as well as storage and transportation of alimentary raw materials.
