Only produce complying with quarantine phytosanitary requirements shall be authorized for introduction to the national territory. Each lot of produce representing high risk and subject to quarantine inspection shall be accompanied by either phytosanitary certificate or by re-export phytosanitary certificate. Import and transit of produce subject to quarantine inspection shall be authorized through phytosanitary border checkpoints.
