Résumé

This multi-sectoral Concept of Innovative Development of Agro-Industrial Complex of the Republic of Tajikistan implements the state policy to ensure food security with a view of the development of the agricultural sector, not only in the form of raw materials, but also the production of finished products that are directly delivered to the consumer. It includes export of agricultural commodities, acceleration and development of horticulture, animal husbandry, beekeeping, fish farming, as well as increase of cotton production. These requirements apply not only to the production of agricultural commodities, but also to the processing industry. Improving the activity of the agro-industrial complex provides for increasing the pace of production on the basis of innovative development, economic efficiency, competitiveness of the commodities of the national producers, ensuring food security of the country. Innovative development of agro-industrial complex envisages development of a system of breeding and genetic innovations necessary for the introduction of varieties and hybrids that are resistant to adverse conditions, diseases and pests, so that by 2030 more than 50% of agricultural producers could effectively use them; creation of a breed of beef cattle, and in poultry production of new poultry farms and new crossbreeding of poultry of high productivity, necessary to increase the efficiency of domestic livestock production to the level of competitiveness; and adoption of measures for each of these priority spheres, which must be reflected in sectoral programs. The Concept of Innovative Development of the Agro-Industrial Complex of the Republic of Tajikistan also sets the goal of growing seeds of agricultural crops, considering the issues of production activities, marketing, and also gradually the private sector. One of the priorities shall be the development of extensive agricultural advisory support systems in the Republic of Tajikistan, capable of providing large-scale dissemination of innovations. In crop production, innovation processes should be aimed at increasing the volume of crop production based on increasing soil fertility, increasing crop yields and improving the quality of products, overcoming the processes of degradation and destruction of the natural environment, and organic production, reducing energy consumption and reducing the dependence and productivity of crop production on natural factors, increasing the efficiency of the use of irrigated and drained land, saving labor and material. One of the new directions of innovation is biotechnological systems of animal breeding with the use of methods of genetic and cellular engineering, aimed at the creation and use of new types of transgenic animals with improved qualities of productivity, resistant to diseases. The general directions of innovation and scientific and technical process development in the processing industries of the agro-industrial complex should be: (a) technological re-equipment of enterprises of all forms of ownership with highly effective technological equipment; (b) improvement of food production technologies, improvement of their quality; (c) maximum satisfaction of the needs of the population in high value food products; and (d) formation of mechanisms for the rational use of raw materials.
