This Governmental Decision enters into force on the tenth day following the day of its official publication.
Résumé

This Regulation establishes the procedure for the performance of reclamation works for biological rehabilitation of land disturbed by subsoil management after the closure of subsoil management facilities. It shall be applicable to exploration, geological study of mineral deposits, mining and extraction of minerals, management of subsoil waste, and technical and biological reclamation (rehabilitation) of waste from closed subsoil management facilities. Reclamation works are carried out in two stages: technical and biological. The technical stage of reclamation of disturbed land includes measures to prepare the surface for the implementation of the biological stage, taking into account the application of land reclamation for further use according to the intended purpose. The technical phase envisages the implementation of complex works aimed at eliminating the sources of negative impact on the soil, including landslides, planning, sloping, extraction of soil and possible fertile rocks, relocation and their placement on reclaimed land. Implementation of construction of hydraulic structures. Measures shall be taken during the removal, transfer and storage of the fertile soil layer, which exclude the deterioration of the soil quality, as well as prevention of the erosion of fertile soil layer by sowing grass and strengthening the surface of the landfill by other means. The biological stage of rehabilitation of disturbed land is a set of agrochemical-phytomeliorative measures aimed at restoring the fertility, biological efficiency, ecological diversity of the ecosystem. The biological stage of reclamation is the final process of restoration of disturbed land. Reclamation shall be classified as agricultural, ecological, afforestation or recreational.
