The National Commission provides the institutional basis for coordination in areas of monitoring, reporting and verification, and promotes the integration of aspects of climate change into national and sectoral programs and plans. The National Commission performs the following functions: (a) promotes and coordinates climate change policy implementation tools in the Republic of Moldova; (b) coordinates the inclusion of measures to mitigate and adapt to climate change in national and sectoral program documents; (c) reviews and approves reports on the implementation of climate change strategies; (d) reviews and gives opinions on methodologies, operational guidelines and eligibility criteria for climate change adaptation projects; (e) monitors the implementation of projects and programs in the field of climate change at the national and sectoral level in the context of the country’s sustainable development; (f) monitors the implementation of national and sectoral adaptation plans to climate change; (g) considers projects and programs in the field of climate change and recommends their financing by development partners and international funds in accordance with national and sectoral priorities in the field of sustainable development; (h) promotes the process of international cooperation in the field of climate change; (i) coordinates reports on the implementation of the provisions of international treaties to which the Republic of Moldova is a party; (j) creates technical expert committees that assist the National Commission in carrying out its tasks within the limits of its competence; (k) develops, in order to prevent and overcome negative consequences, related to climate change, proposals and recommendations for inclusion in strategies and programs in this field; (l) evaluates the results of implementation of the recommendations of the National Commission and makes proposals for improving state policy in the field of climate change in accordance with the obligations assumed in the Association Agreement between the Republic of Moldova and the European Union; and (m) informs the public about the activities of the National Commission.
