Résumé

This Sanitary and Veterinary Regulation establishes general measures to combat certain animal diseases and specific measures against vesicular disease of swine, and defines general control measures that should be applied in order to prevent the outbreak of one of the diseases listed in this Sanitary and Veterinary Regulation. The provisions of this Sanitary and Veterinary Standard apply to the listed types of diseases that are subject to mandatory declaration. In case of suspicion or confirmation of a communicable animal disease, the National Agency for Food Safety, within 24 hours of notification, shall order: (a) the implementation of the necessary measures for official research to confirm the disease by taking and transporting samples necessary for laboratory research; and (b) the implementation of appropriate preventive measures against spread of the corresponding disease. In the event of official confirmation of the presence of one of the listed diseases, the competent authority orders: (a) immediate slaughter of animals of species susceptible to the disease on the farm and the burning of them and dead animals on site or at a destruction facility; carcasses and edible offal of infected swine are destroyed under official supervision to avoid the risk of spreading swine vesicular disease; (b) the destruction or appropriate treatment of any substance or waste, such as feedstuffs, purine, manure or waste water, which is susceptible to contamination, which must be carried out in accordance with the instructions of an official veterinarian and which must be confirmed by laboratory tests; (c) cleaning and disinfection of buildings used to shelter animals of susceptible species, their surroundings, trucks used for transportation, and all equipment suspected of being contaminated; (d) conducting an epizootological examination; and (e) use of an approved disinfectant in case of the burial in a sufficiently deep hole dug in a suitable place in such a way as to prevent contamination of groundwater and any other damage to the environment.
