This Regulation establishes the conditions and procedure for import, storage, trade and use of phytosanitary products and fertilizers, in order to prevent their illegal import, ensuring the protection of vital interests and safety of citizens in in accordance with the requirements of acting legislation. Import into the territory of the Republic of Moldova, production, transportation, storage, trade and use of phytosanitary products and fertilizers is authorized, if tested by the State Center for Certification and Approbation of Phytosanitary Products and Fertilizers and included in the State Register of phytosanitary products and fertilizers, approved for use in the Republic of Moldova. Import of phytosanitary products and fertilizers is carried out in accordance with national standards, phytosanitary, sanitary and hygienic, environmental and technical regulations that establish mandatory requirements for such products. Each lot of commodities manufactured in the Republic of Moldova or imported, shall be marked with a label in the Moldovan language or in the Moldovan and Russian languages according to the recommendations approved by the State Center. On the label shall be indicated country of origin, name and address of the manufacturer, lot number and date of manufacture, expiration date, name of the preparation, contents of active substance, formulation, toxicity group, method of applications and the range of crops to which it is applied and/or pests to combat which the product is intended, method of treatment, dose (consumption rate), frequency of treatment, decomposition period, waiting period, prohibitions or restrictions on use, explosive and/or fire hazardous properties, fire-fighting agents, safety measures when using the product, first aid measures in case of poisoning, conditions for storage and packaging, as well as other information provided by regulatory acts. Import of phytosanitary products or fertilizers is carried out on the basis of: (a) a license issued by the Licensing Chamber; (b) purchase and sale agreement between the manufacturing company - the registrant relevant funds or an official distributor; (c) quality certificate from the manufacturer; (d) import invoice; and (e) import permit.
