Résumé

These Rules establish the procedure for organizing the elimination of accumulated environmental damage, including the performance of the necessary surveys, developing and approving a project for eliminating accumulated damage, the composition of the elimination project, the procedure for monitoring the progress of eliminating accumulated damage and issuing a conclusion. Elimination of accumulated damage is carried out in relation to objects of accumulated damage included in the state register of objects of accumulated environmental damage. The organization of liquidation of accumulated damage in relation to the territory located within the boundaries of land plots owned by a municipality is carried out by local government bodies of such municipality, and in relation to other territories - by state authorities of the constituent entities of the Russian Federation. In cases established by the Government of the Russian Federation, the organization of liquidation of accumulated damage is carried out by the Ministry of Natural Resources and Ecology of the Russian Federation or federal state budgetary institutions subordinate to it, federal state government institutions. Organizing the elimination of accumulated damage includes: (a) conducting the necessary inspections of the facility; (b) development of the liquidation project; (c) approval of the liquidation project; (d) carrying out the elimination of accumulated damage. The contractor carries out the necessary inspections of the facility when developing a liquidation project. Elimination of accumulated damage is carried out by the contractor in accordance with the liquidation project approved by the customer. Monitoring the progress of liquidation of accumulated damage is carried out without any time limit. The object is considered liquidated if there is a conclusion.
