The impact must be assessed in relation to the predetermined objectives, the analysis being generally carried out from the point of view of society as a whole. The objective of the cost-benefit analysis is to identify and quantify (respectively to express in monetary terms) all possible types of impact of the project or the targeted action, in order to be able to determine the related costs and benefits. This Methodology shall apply to all projects in the water supply and sanitation services sector - the proposed beneficiaries for state subsidies - including those supported by EU funds, regardless of the source of funding or the size of the project. The Methodology sets forth the following objectives: (a) increasing the coverage of water and sewerage services: percentage of the population in the beneficiary district and localities connected to the water supply and sewerage system; (b) improving the quality of potable water to meet the standards of the EU Potable Water Directive 98/83/EC: indication of compliance with the necessary quality standards in terms of the number of urban agglomerations and/or [the percentage of the population covered by the water supply system; (c) increasing the coverage of the wastewater treatment system with standards according to the Wastewater Treatment Directive 91/271/EEC: the number of agglomerations in the beneficiary district with a population of over 100,000 equivalent population, between 10,000 and 100,000 equivalent population, between 2,000 and 10,000 and under 2,000 equivalent population, with proper cleaning. Establishing effective operators and associated structures (namely: regional operators and associations of municipalities with adequate institutional framework and capacity for sustainable operation of water supply and wastewater systems). The contribution to revenues related to water and wastewater services, which will have to be paid by their users, will have several objectives: (a) cost recovery (including recovery of operational, capital and administrative costs); (b) financial and technical sustainability, efficient allocation of limited resources from the sector; (c) affordability for residential customers (especially low-income ones) and conservation of water resources. The main purpose of charging customers for water services is to increase their contribution to the revenue required for the proper operation and maintenance of the water system.
