Based on the conclusions of the central state administrative organization responsible for the protection of grassland and cultivated plants, and the central professional inspection organization, the government shall establish and cancel plant quarantines at the regional level. Governors of the capital, provinces, districts and municipalities shall announce to the public that plant quarantines have been established in their territory due to the presence of external and internal plant quarantine diseases, weeds, harmful insects and rodents, and the entrance and exit points of the territory shall be determined. In cooperation with the local police and emergency organizations, quarantine enforcement and prevention measures shall be organized. Check-in and disinfection points will be established on the entry, exit and transit lanes of the prohibited territory, and the movement of people and machinery will be monitored and regulated.
