It establishes that no fishing or fish farming activities shall be undertaken or carried out in any brackish water without a specific licence. Licence for fishing or fish farming shall be issued through an application (under section 3) to the licensing authority and on payment of prescribed fees. On receipt of an application the licensing authority shall establish the nature of the right of the applicant over the brackish water land and for this purpose.
