It is divided into four following Parts: Application and administration of Act (I); Sales and advertisements (II); Enforcement (III); Miscellaneous provisions (IV). "Food'' means food or drink for human beings and includes (a) any ingredient or nutrient or other constituent of any food or drink, whether that ingredient or nutrient or other constituent is consumed or represented for consumption by human beings by itself or when used in the preparation of or mixed with or added to any food or drink; and (b) anything that is or is intended to be mixed with or added to any food or drink; and (c) chewing gum, and any ingredient of chewing gum, and anything that is or is intended to be mixed with or added to chewing gum (sect. 2). The Minister of Health may appoint advisory and technical committees, analysts and officers (sect. 6). Part III on enforcement sets out, inter alia, the powers of officers and inspectors, the seizure and destruction of putrified food, analysis procedures as well as a strict liability provision in prosecutions for the selling of food contrary to this Act or its regulations (sect. 30). Officers appointed under this Act have the additional power to examine customs entries (sect. 38). Further regulation is possible (sect. 42), and the Minister may exercise the power to "recall food" which is unfit for human consumption, etc. (sect. 40).
