Résumé The present Regulation regards: 1. internal gulfs, bays, firths and estuaries pertaining to the national territory, along the direct line traced from coast to coast to the point where for the first time appears one or several passages if the width of each single one does not exceed 24 geographical nautical sea miles and gulfs, bays, firths and estuaries, seas and straits pertaining historically to the national territory which make part of East Siberian sea (within the boundaries of Magadan Region), Tchukotka sea, Bering sea, Sea of Okhotsk, Sea of Japan and north-eastern part of the Pacific Ocean; 2. rivers with their inflows, channels, lakes, water reservoirs and other fishing water basins pertaining to the territory of the Primorie Territory and Khabarovsk Territory, Amur, Kamchatka, Sakhalin and Magadan Regions (including basin of the Kolyma river within the boundaries of Magadan Region), as well as water reservoirs of collective farms, subsidiary small-holding enterprises that are the spawning-grounds of marketable fish species. The document regulates fisheries of fish, aquatic invertebrates and aquatic plants, exploration and other operations connected with fisheries, except for marine mammals whose catch is regulated by separate regulations. Fishing inspections are entitled with the tasks of protection of the stock, allotment of fishing areas, issuing fishing authorization, catch and harvest of aquatic animals and aquatic plants, control over the observance of the Regulation on the protection of the stock of fish and regulation of inland fisheries, carrying out arrangements for stock enhancement and amelioration in fishing water basins. The document consists of 10 Secs. Section 1 establishes the sphere of application of the present Regulation. Section 2 determines prohibited fishing areas, fishing seasons, fishing gear and fishing methods. Section 3 establishes additional regulations of fisheries in the area under the jurisdiction of Primorrybvod. Section 4 establishes additional regulations of fisheries in the area under the jurisdiction of Amurrybvod. Section 5 establishes additional regulations of fisheries in the area under the jurisdiction of Sakhalinrybvod. Section 6 establishes additional regulations of fisheries in the area under the jurisdiction of Kamtchatrybvod. Section 7 establishes the size of mesh of the fish net. Section 8 establishes the size of marketable fish. Section 9 regards sporting and artisanal fisheries. Section 10 establishes liability for the infringement of fisheries regulations.
