In addition to Part 600, they implement the Fishery Management Plan (FMP) for Bering Sea and Aleutian Islands King and Tanner Crabs and the License Limitation Program. They govern commercial fishing for, and processing of, king and Tanner crabs in the Bering Sea and Aleutian Islands Area pursuant to section 313(j) of the Magnuson-Stevens Act, including Regulations implementing the Crab Rationalization Program for crab fisheries in the Bering Sea and Aleutian Islands Area. Commercial fishing for crab species not included in the Crab Rationalization Program for crab fisheries of the Bering Sea and Aleutian Islands Area remains subject to the License Limitation Program for the commercial crab fisheries in the Bering Sea and Aleutian Islands Area under Part 679. The Regulations provide for community management-based fisheries and introduce catch limits (Individual Fishing Quota (IFQ), Individual Processor Quota (IPQ), Western Alaska Community Development Quota (CDQ), quota shares (QS)). They also provide with respect to recordkeeping and reporting obligations, transfer such fishing rights, facilitation of enforcement, inspection by observers, control on landing and liability for non-compliance or payment of fees.
