For the purpose of the present Regulations “controlling agreement” means an agreement between a licence holder and another person, corporation or other entity that permits a person, other than the licence holder, to control or influence a decision by the licence holder to submit a request to the Department of Fisheries and Oceans (Canada) for the issuance of a replacement licence to another fish harvester. Section 3 establishes that the Province is divided into 6 regions, described in this section and as shown on the map attached as Schedule A. The text – consisting of 17 sections – deals, inter alia, with the following aspects: appointment and functions of Registrar, threshold of required eligible votes, exempted licence holders, designation application form and fee, transition.
