Résumé Section 3 formulates a prohibition to use mammalian meat: no person shall manufacture mammalian meat and bone meal for use as or in any fertilizer except by a rendering process in which - (a) the particle size of the raw material prior to processing is reduced so that the maximum dimension of no particle exceeds 50 mm; and (b) the material is heated to a core temperature of more than 133°C for at least 20 minutes at a pressure of at least 3 bar. These minimum process conditions reflect the requirements of Commission Decision 96/449/EC on the approval of alternative heat treatment systems for processing animal waste with a view to the inactivation of spongiform encephalopathy agents. The Regulations further- (a) make provision for the appointment by the appropriate Minister or the local authority of authorized officers for the purposes of the Regulations (reg. 9); (b) provide powers of inspection for such officers (reg. 4) and prohibit the obstruction of and other activities in relation to such officers acting in execution of these Regulations (reg. 5); (c) provide offences and penalties (regs. 6 to 8); and (d) provide that the Regulations shall be enforced by the local authority, subject to a power of the appropriate Minister to direct that in relation to a particular case or class of cases that enforcement be undertaken by him and not by the local authority (reg. 10).
