Résumé

The present Federal Law determines legal basis of federal policy as regards natural monopolies in the Russian Federation and is directed to the achievement of the balance between the interests of the consumers and subjects of the natural monopolies, ensuring accessibility to the consumers of produce and efficient functioning of the subjects of natural monopolies. The document consists of VI Chapters that contain 27 articles. Chapter I (arts. 1-5) lays down general provisions. Chapter II (Arts. 6-8) regards state regulation and control in the sphere of natural monopolies. Chapter III (Arts. 9-14) regards bodies of regulation of natural monopolies, their functions and plenary powers. Chapter IV (Arts. 15-20) establishes liability for the infringement of the present Federal Law. Chapter V (Arts. 21-25) regards the modalities of decision-making (orders) to the bodies regulating natural monopolies, as well as the modalities of their execution and appeal against them. Chapter VI (Arts.26-27) lays down final provisions.
