This Federal Law enters into force on the date of its official publication.
Résumé

Article 14.4(2) shall be supplemented with item 4 of the following wording: “4 Sale or delivery of medicinal products in violation of the requirements of the legislation on circulation of medicinal products in terms of setting limits for wholesale markups to actual markups sale prices set by manufacturers of medicinal products for specified medicinal products, or retail surcharges to actual sale prices set by manufacturers of medicinal products for specified medicinal products - shall be subject to an administrative fine from two hundred and fifty thousand to five hundred thousand roubles for officials; for persons engaged in entrepreneurial activity without formation of a legal entity - in double the amount of excessively received proceeds from sale of medicines due to illegal overstatement of prices regulated by the state for the entire period during which the offense was committed, but not more than one year; for legal entities - in the amount of twice the proceeds from the sale of medicinal products due to the illegal overstatement of prices regulated by the state for the entire period during which the offense was committed, but not more than one year". Code of Administrative Offences of the Russian Federation shall be supplemented with Article 20.6 (1) of the following wording: “Article 20.6 (1). Failure to comply with the rules of conduct in the event of an emergency or risk thereof 1. Non-compliance with the rules of conduct in case of introduction of the high alert regime in the territory where there is a risk of emergency situation or in the emergency zone, except for the cases stipulated by part 2 of Article 6.3 of the present Code, - shall entail a warning or administrative penalty on citizens at the rate varying from one thousand to thirty thousand roubles; on officials - from ten thousand to fifty thousand roubles; on the persons who are carrying out entrepreneurial activity without formation of legal entity, - from thirty thousand to fifty thousand roubles; on legal entities - from hundred thousand to three hundred thousand roubles. 2. 2. Actions (inaction) provided for by part 1 of this Article, which caused damage to human health or property, except for cases provided for by part 3 of Article 6.3 of this Code, if these actions (inaction) do not contain a criminally punishable act, or repeated commission of an administrative offense provided for by part 1 of this Article, - involve imposing of an administrative fine on citizens at the rate varying from fifteen thousand to fifty thousand roubles; on officials - from three hundred thousand to five hundred thousand roubles or disqualification for the term from one year to three years; on the persons who are carrying out entrepreneurial activity without formation of legal entity, - from five hundred thousand to one million roubles or administrative suspension of activity for the term up to ninety days; on legal entities - from five hundred thousand to one million roubles or administrative suspension of activity for the term up to ninety days”.
