Résumé The present Federal Law, other Federal Laws and other normative legal acts of the Russian Federation and carry out legal regulation in the field of the protection of the Baikal lake by the laws and other normative legal acts of the subjects of the Russian Federation. For the purpose of the protection of the unique ecosystem of the Baikal lake there must be established special regime of economic and other activities within the boundaries of the protected area of the Baikal lake in conformity with the following principles: 1) priority of the activities aimed at conservation of the conservation of ecosystem, natural landscapes and water conservation zones of the Baikal lake; 2) consideration of the complex EIA of economic and other activities based upon the principles of sustainable development; 3) compulsory state ecological audit. Concentration of hazardous substances of all categories dangerous to the unique ecosystem of the Baikal lake in discharge and emissions must not exceed top limits fixed for ecosystems. State ecological monitoring shall be carried as an integral part of the common system of state ecological monitoring out by the federal executive body entitled with the task of state regulation of the protection of the Baikal lake area. Citizens and legal persons shall be granted access to information regarding protection of the Baikal lake in accordance with the modalities established by the Russian legislation. The Federal Law consists of 4 Sections that contain 26 Articles. Section 1 (arts. 1-4) lays down the general provisions. Section 2 (arts. 5-12) establishes the protection regime of the Baikal lake protected area. Section 3 (arts. 13-14) establishes maximum permissible hazardous impact on the unique ecological system of the Baikal lake. Section 4 (arts. 15-26) regards state regulation in the field of protection of the Baikal lake.
