Résumé This Federal Law regulates relations in the field of nutrition, ensuring food quality control and food safety for public health of the present and the future generations. Healthy nutrition shall be intended nutrition, whose daily diet is based on the principles established by this Federal Law, meets safety requirements and creates the conditions for physical and intellectual development, vital activity of the person and the future generations. The principles of healthy nutrition shall be the basic rules and provisions that promote human health of the person and the future generations, reducing the risk of disease development and including: (a) prioritizing the protection of life and health of the consumers of foodstuffs in relation to economic interests of individual entrepreneurs and legal entities that perform activities related to food handling; (b) nutritional adequacy of a daily diet to energy consumption; (c) daily diet compliance with physiological needs of the human body for its macro nutrients (proteins and amino acids, fats and fatty acids, carbohydrates and micronutrients (vitamins, minerals and microelements, biologically active ingredients); (d) availability of food in the daily diet with reduced saturated fat content (including transisomers, fatty acids), simple sugars and table salt, as well as foodstuffs enriched with vitamins and alimentary fibres and food additives; (e) ensuring the widest possible range of healthy nutrition and its optimal mode; (f) application of processing and culinary treatment of foodstuffs that ensure the safety of their original nutritional values; (g) ensuring compliance with sanitary and epidemiological requirements at all stages of food processing and handling; and (h) exclusion from circulation of counterfeit foodstuffs, materials and products. Only foodstuffs, materials and products complying with the requirements established by the legislation of the Russian Federation that have passed compliance certification shall be authorized for circulation on the national territory. Quality and safety of foodstuffs shall be ensured by: (a) state regulation and state supervision; (b) scientific research in the field of nutrition; (c) definitions of physico-chemical, organoleptic, microbiological and other indicators characterizing properties of foodstuffs, as well as establishing criteria for their identification; (d) food quality and safety control in the process of manufacturing, packaging, storage, transport and trade of foodstuffs, including laboratory testing; (e) application of HACCP; (f) labelling of some foodstuffs with identification marks; (g) promotion of standardization with a view of improvement of quality and safety of foodstuffs; (h) incentivation of manufacturers for manufacturing of high quality foodstuffs; (i) setting nutritional rates for different age groups of the population; (j) setting sanitary and epidemiological requirements for nutrition; (k) organization of public awareness and information campaign for the formation of healthy nutrition attitude; and (l) promotion of the manufacturing of foodstuffs for healthy nutrition. Individual entrepreneurs and business entities operating in the field of manufacturing and trade of foodstuffs must supply to the customers, consumers and the competent public authority complete and reliable information on quality and safety of foodstuffs. The nutritional value of infant food must correspond to the functional state of the child's body, taking into account age thereof. Infant food must be safe for their health. Import into the territory of the Russian Federation of poor quality, hazardous and counterfeit foodstuffs, materials and products shall be prohibited. Foodstuffs containing contaminants, before or in the process of destruction thereof, shall be subject to disinfection. School feeding for children in basic educational institutions, vocational secondary educational institutions, children’s healthcare organizations and in other cases envisaged by the acting legislation of the Russian Federation must include provision of hot meals.
