This Code enters into force of the date of signature.
Résumé

This Code is based on the Constitution of the Russian Federation, generally recognized principles and norms of international law and international treaties of the Russian Federation. If an international treaty of the Russian Federation establishes other rules than those provided for by the legislation on administrative offenses, then the rules of the international treaty shall apply. The objectives of the legislation on administrative offenses are to protect the individual, protect the rights and freedoms of man and citizen, protect the health of citizens, the sanitary and epidemiological welfare of the population, protect public morality, protect the environment, the established procedure for the exercise of state power, public order and public safety, property, protection legitimate economic interests of individuals and legal entities, society and the state from administrative offenses, as well as the prevention of administrative offenses. Confiscation of hunting weapons, ammunition and other permitted hunting or fishing gear shall not be applicable to persons for whom hunting or fishing is the main legal source of livelihood (art.3.7).Violation of legislation in the field of ensuring the sanitary and epidemiological well-being of the population, expressed in violation of existing sanitary rules and hygiene standards, failure to comply with sanitary and hygienic and anti-epidemic measures will result in administrative proceedings (art. 6.3). Shall be considered administrative offence violation of the legislation of the Russian Federation in the field of genetic engineering activities, expressed in the use of genetically modified organisms and (or) products obtained using such organisms or containing such organisms that have not passed state registration if state registration is provided for by the specified legislation, or the validity period of the certificate of state registration of which has expired, or in the use of genetically modified organisms not in accordance with the purposes for which they are registered, or in violation of the special conditions for the use of genetically engineered organisms, including in the production of a specific product type (art. 6.3.1). Violation of sanitary and epidemiological requirements for drinking water, as well as for drinking and household water supply (art. 6.5). Violation of sanitary and epidemiological requirements for the organization of public catering in specially equipped places (canteens, restaurants, cafes, bars and other places), including when preparing food and drinks, storing them and selling them to the population (art. 6.6). Failure to comply with sanitary and epidemiological requirements for the collection, accumulation, transportation, processing, management or disposal of production and consumption waste shall entail administrative liability (art. 6.35). Unauthorized occupation of a land plot or part of a land plot, including the use of a land plot by a person who does not have the right to the specified land plot provided for by the legislation of the Russian Federation shall entail administrative liability (art. 7.1). Unauthorized subsoil management without license shall entail administrative liability (art. 7.3). Unauthorized occupation of a waterbody or part of it, or their use without documents, on the basis of which the right to use a waterbody or part of it arises, or water use in violation of its conditions shall entail administrative liability (art. 7.6). Unauthorized occupation of forest plots or use of these plots for uprooting, processing of forest resources, arrangement of warehouses, erection of buildings (construction), plowing and other purposes without special permits for the use of these plots shall entail administrative liability (art. 7.9). Use of wild fauna species or aquatic biological resources without a permit, if a permit is required, or in violation of the conditions provided for by the permit, as well as unauthorized assignment of the right to use objects of the animal world or the right to harvest (catch) aquatic biological resources shall entail administrative liability (art. 7.11). Violation of the rules for storage, purchase or rational use of grain and products of its processing, as well as the rules for the production of products of grain processing shall entail administrative liability (art. 7.18). Failure to comply with environmental requirements when handling substances that deplete the ozone layer shall entail administrative liability (art. 8.2.1). Concealment, deliberate distortion or untimely communication of complete and reliable information about the state of the environment and natural resources, about sources of pollution of the environment and natural resources or other harmful effects on the environment and natural resources, about the radiation situation of data obtained during the implementation of industrial environmental control, information contained in an application for state registration of objects that have a negative impact on the environment, a declaration on the impact on the environment, a declaration on payment for a negative impact on the environment, a report on the implementation of an environmental protection action plan or an environmental efficiency improvement program , as well as the distortion of information about the state of lands, water bodies and other environmental objects by persons obliged to report such information (art. 8.5).
