This Executive Decree enters into force on the day of its publication.
Résumé

The main objective of the Rural Electrification Plan for Angola is to bring electricity to remote areas of the country that do not yet have access to the electricity grid and which are not expected to be connected to the national grid within 10 years. This objective involves electrifying these areas to improve the quality of life of the populations and promoting the economic and social development of these regions. This goal can be achieved through the installation of isolated systems (mini-grids) or solar kits, such as solar, wind and hydraulic energy, to supply electricity to these areas. The ultimate goal is the universal access to electricity by 2030 to promote economic and social development, improve people's quality of life and protect the environment, with an emphasis on the use of renewable, sustainable and economically viable energy technologies. The specific objectives of this Plan can be divided into short, medium and long term. The short-term objectives include establishing the political and regulatory framework for electrification through isolated systems and solar kits, as well as licensing and tendering processes. The short-term objectives include deepening planning and defining benefit systems to attract the private sector and validate business models.
