They add a new section 13(b) on environment impact assessment as part of a plan submitted to the Minister under the terms of a lease under section 13 of the Act seeking his or her approval for working of petroleum. In carrying out his or her consideration and his or her environmental impact assessment, the Minister shall have regard to the matters specified in these Regulations.
