Résumé

These Regulations provide rules for the award of contracts for the procurement of services of a public character. the contracts are awarded by a contracting entity ad concern, among other things, the supply of drinking water to fixed networks. These Regulations also apply to contracts or design contests awarded or organised by contracting entities which pursue an activity referred to in paragraph (1) and which are connected with one of the following: (a) hydraulic engineering projects, irrigation or land drainage, where the volume of water to be used for the supply of drinking water represents more than 20% of the total volume of water made available by such projects or irrigation or drainage installations; (b) the disposal or treatment of sewage. A contracting entity shall, where it requires the production of certificates drawn up by independent bodies attesting that an economic operator complies with certain quality assurance standards, including on accessibility for disabled persons, refer to quality assurance systems based on the relevant European standards series certified by accredited bodies. The Regulations also concern other environmental obligations and a kind of public-private partnership for innovation.
