They lay down the rules applicable to the collection, treatment and disposal of animal waste to be used as feedstuffs for animals not intended for human consumption. "Knackery" means any premises used for and in connection with the collection, delivery, supply, slaughter, storage, skinning or cutting up of animals or parts of animals for use other than human consumption. The Minister may attach conditions, as he or she thinks fit, to a licence granted and may refuse to license the knackery if the provisions of these Regulations are not being complied with. The Minister may restore a licence where tests or checks carried out by an authorized officer confirm the safety of the animal waste coming out of the knackery or the knackery is again complying with the prescribed rules or conditions.
