These regulations give effect to Commission Directive 2004/31/EC, Commission Directive 2004/32/EC and Commission Directive 2004/70/EC of 28 April 2004 as amended, on protection measures against the introduction of organisms harmful to plants and plant products and to prevent the spread of harmful organisms.
