They define various illegal actions with respect to a certificate in the sense of the Council Directive, such as issuing of certificates by certifying officers in respect of own animals or against the directions issued by the Minister, the forging of a certificate or altering of certificates. Where a person other than a certifying officer is guilty of an offence the Minister may, in respect of such period as he or she considers appropriate, refuse to issue a certificate to that person.
