Section 3 exempt from the Regulation spills of petroleum, natural gas or salt water associated with the construction and operation of wells for the production of petroleum or natural gas or of flowlines and pipelines for the gathering and distribution of petroleum or natural gas. Spills must be reported and the Regulation prescribes the manner for reporting and the contents of reports (sect. 6). The Regulation requires remedial action to be taken in order to prevent further discharge of the pollutant, contain the spilled pollutant, minimize the effects of the spill and restore the area affected and the environment as nearly as possible to its condition immediately prior to the spill (sect. 8). The disposal of spilled pollutants is also subject to authorization (sect. 9).
