To achieve its aims, the policy (a) identifies environmental values to be enhanced or protected; and (b) provides a framework for the administering authority to make consistent and fair decisions [...] (c) provides for the preparation of waste management programs to i) minimise the amount of waste generated; and ii) promote efficiency in the use of resources; and (d) provides for the preparation of industry waste reduction programs; and (e) provides for government planning for waste management (sect. 6). Part 3 is dedicated to waste management and principles. The waste management hierarchy set by the policy is waste avoidance; waste re-use; waste recycling; energy recovery from waste and waste disposal (sect. 10). Part 4 covers decision concerning waste and Part 5 is dedicated to waste management programs. Part 6 set the program for the reduction of industrial waste and Part 7 involves local governments in the management of waste by requiring the preparation of local plans on waste management. The policy is completed by two schedules, one on waste management hierarchy and one containing a dictionary.
