These requirements set out the procedures for the investigation of sites contaminated by oil, soil, groundwater contamination limit values, the procedure for their adjustment with the consideration of specific characteristics of the geological environment and the main requirements for management of contaminated sites. The provisions of these Requirements apply independently of soil and groundwater depth of deposition and contamination time. These Requirements are binding on all natural and legal persons who have contaminated by oil state-owned leased land, as well as all environmental operators who manage chemically contaminated areas. Maximum permissible oil pollution limits are determined for soil regardless of depth and underground water. Requirements for the manager of oil contaminated site: (a) in situ remediation or isolation of the contaminated site can be performed by legal entities or persons or groups of persons acting on the basis of a joint activity and authorized to conduct subsoil exploration in accordance with the license on hazardous waste management issued by the Ministry of Environment; and (b) ex situ cleaning of the contaminated area or its isolation works may be performed only legal persons and groups of such persons acting on a joint venture holding hazardous waste manager's license issued in accordance with the procedure established by the Ministry of Environment.
