Section 8 prohibits the loading on vessels and aircraft of waste for the purpose of being dumped into the sea or being incinerated at sea otherwise than in accordance with a permit. Section 12 contains rules relative to the incineration at sea. Where: (a) wastes or other matter are, or a vessel, aircraft, or platform is, dumped into coastal waters; and (b) the Minister considers that that dumping is likely to: (i) cause an obstruction, or constitute a danger, to vessels; or (ii) result in harm to humans, bird life, or marine life, the Minister may cause to be taken such steps as he thinks proper to repair or remedy any condition, or to mitigate any damage, arising from that dumping. Section 13 concerns liability for expenses incurred by the State resulting from dumping. Sections 14 to 21 concerns application, granting, termination, etc. of permits. Sections 22 to 26 make provision for inspection by an authorized officer as defined by the Environmental Management and Pollution Control Act 1994 and other inspectors appointed under this Act.
