This Law enters into force on the date of its official publication.
Résumé

This Law: (a) places the power industry among the leading components of Georgia’s fuel and energy complex in the national economy, forming the legal economic, social and organizational bases of its functioning; (b) regulates relationships between producers and consumers of electric and thermal energy as well as foreign economic relations; (c) determines the rights and obligations of relevant state administrative organs; and (d) ensures the normal functioning and rational development of the sector under the conditions of full state independence of Georgia and a market-oriented economy. The energy sector includes the complex of industrial enterprises, facilities and buildings that produce, transmit and distribute electric and thermal energy, research, project, constructions with their production infrastructure. The energy sector is managed by the state pursuant to this Law and regulations promulgated by the Cabinet of the Ministers of the Republic. Georgia’s extraction of its thermal and energy resources and priority development of renewable energy sources shall be the basis of the country’s development of its energy sector and of its international integration. The Cabinet of the Ministry of the Republic shall, inter alia, issue permits for the use of thermal, fossil and other resources necessary for the construction and operation of new power plants.
