The Second Schedule sets out general regulatory principles. The Authority may provide a licensee with directives regarding the protection of public health and the environment. The Authority shall have the power to establish environmental standards and to ensure that licensees: (a) comply with planning standards; and (b) take effective measures to comply with safety and environmental standards. Before granting a licence, the Authority shall take into account, among other things, the protection of the environment generally including plans for the limitation of emissions to the atmosphere, water or land. The Authority may, in accordance with this Law, make rules relating to a wide variety of matters including environmental standards.
