The objects of this Act include: (a) provide for a modern system of regulation of the generation, transmission, distribution, supply, despatch and use of electricity; (b) facilitate the achievement of the efficient, effective, sustainable and orderly development and operation of electricity supply infrastructure, supported by adequate levels of investment; (c) promote energy efficiency and the use of renewable and other energy sources. The planning process for transmission and distribution shall specifically consider the location of renewable and other generation sources, taking into account the potential for electrification of rural areas. The Minister may, by order, after consultation with the Office, prescribe renewable energy targets which may include a feed in tariff set by the Office for each source for renewable energy. There shall be established the System Benefit Fund, which shall be utilized to, among other things: (a) increase the penetration of renewable energy or energy security; (b) to promote of energy conservation; (c) to provide electricity to rural areas.
