The Law applies to all procurement of goods, works, and services carried out by all arms of the State and local institutions, departments and agencies whose project cost is at least 35% deriving from the State’s public funds or any funds of a Local Government Area. According to the Law, goods are defined as objects of every kind and description including raw materials products and equipment and objects in solid, liquid or gaseous form and electricity as well as services incidental to the supply of the goods.
