The Authority shall be responsible for, among other things, managing and operating irrigation and drainage systems and shall develop irrigation and drainage and environmental norms and standards. The Board of the Authority shall, among other things, keep under review the national drainage and irrigation policy, encourage and support the establishment of water users' associations and farmers' associations, develop institutional capacity, encourage private sector participation, ensure coordination between plans and programmes. The Act also provides for delegation by the Authority of functions to water users' associations and farmers' association and participation by such associations in planning, design, operation etc. of irrigation and drainage systems.
