Résumé

The present Regulation is made under the Animal Health Act. In particular, the Regulation (DDAR) outlines the legal methods of disposal for animals that die from causes other than slaughter for human or animal consumption. It also applies to inedible offal, condemned material and waste material from slaughtered animals and those processed at meat facilities. The Regulation provides for: 1) An expanded application including not only domestic mammals and birds, but all animals that have died from a cause other than slaughter for human or animal consumption; 2) Increased flexibility for the storage and disposal of dead animals by moving to an outcome-based (rather than prescriptive) approach; 3) Clarification that only animal owners (or persons in care and control) who have possession of their animals at the time of their death may use on-farm disposal methods on their own land; 4) New provisions for on-farm burial of small animals; 5) Provisions for indoor farm open composting; 6) Outlining the disposal methods available for use by abattoirs and meat facilities; 7) Allowing new disposal technologies to be legalized, subject to approval by the Minister; 8) Updated provisions with respect to feeding dead animals to other non-food producing animals for use as a disposal method; 9) An emergency and disaster order power to narrow or expand the application of the regulation in these rare circumstances; and 10) Re-established penalties for contraventions of the regulation.
