Under the Act, disaster means an occurrence due to natural or other causes and includes hostilities, whether or not a state of war has been declared, or an act or threatened act of violence or intimidation whether or not directed against the Territory. The Act establishes and regulates the operation of the Counter Disaster Council (Part 2) and of the Territory Counter Disaster Controller (Part 3), defines the duties of the Director of the Northern Territory Emergency Service in relation to disasters (Part 4) and of the Service (Part 5), and prescribes procedures to be followed in case of disasters at the state or national level.
