Article 3 lays down provisions relating to the formulation of the Comprehensive Plan for Development of Environmental Technologies which shall include the matters concerning the following subparagraphs: 1) Present status and a long-term prospect of the level of environmental control based on the long-term comprehensive plan for environmental conservation at the national level under article 12 of the Framework Act on Environmental Policy; 2) Objective of development of environmental technologies by stages and countermeasures to reach the objective; 3) Promotion of advancement of the environmental industry, such as strengthening the competitiveness of environmental technologies; 4) Promotion of the spread and practical use of environmental technologies; 5) Investment and promotion plans for the projects by year concerning the development of environmental technologies promoted by the Government; 6) Introduction and transfer of environmental technologies; 7) Support for researches in environmental technologies to schools, scientific organizations, research institutions; 8) Collection, classification, processing, and spread of the information on environmental technologies; and 9) Other development of environmental technologies and fosterage of the environmental industry.
