Résumé

This Decree, based on the provisions of the Law on rescue and protection in emergency situations of the Republika Srpska, sets the content and method of creating plans for protection and rescue from natural disasters and other disasters. The protection and rescue plan against natural disasters and other accidents consists of the following documents: 1) Assessment of vulnerability to natural disasters and other disasters; 2) Plan of preventive action; 3) Preparedness plan; 4) Mobilization plan; 5) Emergency action plan. The methodological approach on the basis of which the Protection and Rescue Plan is drawn up is risk-based dimensioning. Risk-based dimensioning is a process consisting of five related and interdependent phases, which enables the adaptation of protection and rescue units and teams, i.e. civil protection, rescue and emergency services and other subjects of importance for protection and rescue, their capacities, legislation, planning and other documents to existing risks. An overview of the phases of risk-based sizing can be found in Annex 1 of this text.
