Résumé

This Decree approves the National Action Plan for the Supervision and Management of Destructive Fishing Activities 2019-2023 (NAP, as listed in the Attachment). The Plan, consisting of five Chapters, regulates destructive fishing as one of the main threats to the management of Indonesia's fisheries potential besides illegal fishing. Destructive fishing, using materials, tools, or methods that damage fish resources and the environment, such as using explosives, toxic materials, stun, and other fishing tools, causes extensive damages to natural resources, such as coral reefs and cause difficulties for fishermen to perform fishing activity. The purpose of the Plan is to overcome destructive fishing aiming to reduce the rate of damage to aquatic/fish resources and the whole environment, through the involvement of the government, fisheries business, and the community. Its goal aims to overcome the increasing problem of destructive fishing activities in several regions of Indonesia, the targets of the destructive fishing programme in 2019–2023 are formulated as follows: a) availability of regulations related to destructive fishing activities; b) mapping of destructive fishing activities; c) realization of the decline in destructive fishing activities in Indonesia; d) active community participation in measures against destructive fishing; and e) increase the capacity of human resources (HR) in the context of overcoming destructive fishing activity. To be able to achieve the objectives and targets of the destructive fishing programme in 2019-2023, a series of strategies and action plans have been put in place.
