Résumé

The present Decree regulates the import of biological agents with a view to control pests and diseases, to improve the production and processing of agricultural products and at the same time to hinder and control the harmful effects that they could cause to the environment. The import of biological agents is subject to the issuance of a licence according to the procedure set out in Chapter II of the Decree. Moreover, the import of biological agents must be accompanied by a certificate issued by an authorized official in the country of origin certifying that the technical import requirements contained in the import licence have been met. The biological agents shall be examined by a quarantine officer, and the Head of the Centre of Agricultural Quarantine shall report to the Minister of Agriculture on the implementation of quarantine measures against biological agents. Further provisions concern the obligations of persons or statutory bodies importing biological agents. The Decree does not apply to: (a) vaccines; (b) serums and antiserums; (c) antibiotics, biological pesticides and other non self-multiplicating materials; (d) biological agents used for purposes other than those in agriculture (art. 30).
