Article 2 defines the baselines: (a) In the case of open sea, the low-water mark along the coast shall be the baseline; (b) outermost permanent harbour works shall be considered to be part of the coast; (c) if there is a low-tide elevation situated not more than 12 miles from the coast or an island, the outer edge of the said low-tide elevation constitutes the baseline; (d) in the case of the Kuwait Bay it shall be the closing line across the entrance of the Bay established by Law No. 12 of 1964. Article 3 defines "island" and "low-tide elevation". Article 6 provides for the establishment of a boundary line in conformity with the Geneva Convention in the case of overlapping of the territorial sea with the territorial sea of another State.
