This Decree enters into force three months after the date of its official publication.
Résumé

This Decree regulates relations between subscribers (sub-subscribers), consumers, customers and organizations of water supply and sewerage in the field of centralized water supply and water discharge (sewerage) in residential areas, including the issues of conclusion and execution of contracts for water supply and effluent waste water discharge (sewerage) services, payments settlement, termination or restriction of services of water supply, water discharge (sewerage), as well as establishment of the procedure for connections to centralized water supply and wastewater discharge (sewerage) systems, definition of limits of operational responsibility of organizations of water supply and sewerage systems and subscribers, consumers, requirements to ensure the safety of centralized water supply and water discharge (sewerage) systems. Centralized water supply systems are designed for priority provision of potable water and meeting the demand for potable, domestic and other services of natural persons, provision of social facilities, technological processes of the organizations of food and medical industry, as well as for the purposes of fire extinguishing. Use of potable water for purposes other than those aforesaid shall be authorized under the conditions defined by acting legislation and subject to the availability of technical capability of centralized water supply system, defined by operators. Centralized wastewater discharge (sewerage) systems are designed for collection, disposal, treatment of domestic wastewater and industrial wastewater for subsequent disposal and discharge into the environment.
