Regulation on State Veterinary Committee defines its status, main tasks, functions, plenary powers, liability and the procedure for the organization of operation thereof. The Committee is a body of state administration implementing a unified state policy in the field of organization and supervision of the veterinary service, including the timely identification, diagnosis and prevention of infectious animal diseases to ensure epizootic well-being, ensure state supervision over compliance with veterinary legislative documents, prevent offenses in the field of veterinary medicine, and control the quality and turnover of veterinary drugs and feed additives. The Committee shall issue veterinary and sanitary certificates to slaughtering facilities and to enterprises preforming processing, storage and trade of products of animal origin, import and export certificates for commodities under veterinary and sanitary supervision. Fund for the development of veterinary service shall be set up within State Veterinary Committee without the status of legal entity. Fund resources shall be formed from the following sources: (a) 75% of the amount of revenues from veterinary services provided by the State Veterinary Supervision Administration at the state border and transport and the State Scientific Center for Quality Control and Trade of Veterinary Medicines and Feed Additives; (b) charitable donations of individuals and legal entities; and (c) other sources not prohibited by law.
